Fight to Build Revolutionary Stances Following the Ten Criteria of the Party

The decisive factor in the revolution's victory is the leadership of the Party—the Party of the working class.

The Communist Party of Kampuchea is the vanguard of the working class. It led the Kampuchean people to the complete and irreversible triumph of the national-democratic revolution on April 17, 1975. Today, it continues to lead the people in defending the nation, advancing the socialist revolution, and building socialism. It exercises absolute leadership across all sectors, upholding the principles of independence, mastery, and self-reliance, and taking full control of the country’s destiny.

Over the past three years, the Communist Party of Kampuchea has brilliantly and resolutely guided the Kampuchean people in accomplishing immensely difficult and noble tasks—defending the country, deepening the socialist revolution, and constructing socialism in all domains. Revolutionary people and friendly nations around the world applaud and admire our achievements. Meanwhile, the imperialist and revisionist enemies suffer bitterly. Especially enraged is the Vietnamese expansionist aggressor—the genocidal enemy that seeks to seize our territory, the eternal foe of the Communist Party of Kampuchea and the Kampuchean people. This enemy is now writhing in agony, as if vomiting blood, smashing its own head, and tearing its chest apart.

The Communist Party of Kampuchea recognizes that its most sacred and demanding mission is also its highest.

For this reason, the Party urgently calls upon every member to work tirelessly to build, consolidate, and expand solidarity and unity within the Party. Under all circumstances, we must strengthen the Party politically, ideologically, and organizationally. Every Party member must be ever vigilant, ever militant—constantly pressing forward, constantly tempering themselves in the flames of revolutionary struggle. They must remain embedded in the dynamic and profound revolutionary movements of the working class and peasantry—in the trade unions, cooperatives, and the revolutionary armed forces—to ensure rapid and outstanding progress in building the nation, advancing the socialist revolution, and constructing socialism. This is the path forward to communism in our beloved Kampuchea, and in the global revolutionary movement.

What is required of every Party member each and every day?

The decisive factor in the victory of any revolution is the leadership of the Party. For the Party to lead the revolution to victory, it must be pure and it must be strong. For the Party to be pure and strong, its leadership at every level—from the highest organs to the grassroots branches—must also be pure and strong. And for that to happen, the Party’s membership must be pure and strong.

Only when every level of Party leadership and every Party member is forged in firmness and revolutionary integrity will the Party’s leadership be effective, enduring, and principled in political, ideological, and organizational matters. Therefore, all Party leaders and all comrades must mold themselves according to the Ten Criteria of the Party. These Criteria must serve as the foundation for self-construction, the goals of our daily struggles, the mirror for self-criticism, and the method for strengthening unity through constructive criticism of comrades.

They must become our daily nourishment—our food, water, and breath—in every revolutionary task. Let the Ten Criteria be our banner of continuous struggle, our daily guide in building ourselves into true communists.

Those Criteria are:

Build firm stances in terms of the political line of the Party

The political line of the Party is of paramount importance. It is as vital as the life of the nation and the people. If the Party's political line is correct, it can guide the revolution to victory and lead the people and the nation to liberation. But if the Party's political line is incorrect, it cannot lead the revolution to victory, and the nation will remain enslaved while the people continue to suffer exploitation.

Consider the example of our own Party—the Communist Party of Kampuchea. Because it has upheld a correct political line, it successfully led the people to a swift and victorious national liberation. And because the Party maintains a firm and resolute line based on independence, sovereignty, and self-reliance, the territory-gobbling, genocidal Vietnamese aggressor has failed to attack our nation successfully, failed to overthrow our worker-peasant state power, and failed to destroy the Communist Party of Kampuchea.

With this correct and intelligent political line, the Party is able to lead the people in defending the entire country, rapidly advancing the socialist revolution, constructing socialism, and fundamentally transforming the livelihood of the masses.

Every Party member must steadfastly uphold and implement this political line, always maintaining a correct and balanced position—not veering to the right or to the "left"—in carrying out the Party’s concrete political tasks, especially the present-day struggles of national defense, socialist revolution, and socialist construction.

Since its founding, the Party’s political line has faced numerous serious challenges. During the transition from the national democratic revolution to the socialist revolution, internal enemies—CIA agents, Vietnamese lackeys, and KGB infiltrators—sought to distort and destroy the Party’s line by implementing it in either a rightist or "leftist" direction. These distortions harmed the interests of the revolution and the people. Their objective was to sabotage the Party’s line in order to reduce the nation to subservience—either to the Americans or to the Vietnamese.

In particular, the Vietnamese enemy, disguised in revolutionary rhetoric, carried out both overt and covert attacks to obstruct and deform the Party’s political line. The Vietnamese are especially enraged by the Communist Party of Kampuchea’s independent line. They understand that if they are to realize their dream of incorporating Kampuchea into their Indochina Federation, they must first destroy the Party’s line of independence. Yet they have repeatedly failed in this aim and suffered major defeats.

The same is true on the international stage. The revisionists and expansionists seek to undermine the political lines of genuinely revolutionary parties. Their goal is to bring such parties under their influence, to force them into serving as instruments for the interests of their own ruling cliques.

Every Party member has the task of firmly indoctrinating themselves in the political line of the Party in order to: We, the entire membership of the Communist Party of Kampuchea, resolve to implement and resolve to defend the political line of the Party above even our own lives.

Build firm revolutionary stances in terms of the proletarian ideology of the Party

To maintain a firm revolutionary position on the Party's political line, one must also uphold a firm revolutionary position on the proletarian ideology of the Party. The political line forms the foundation, but ideology is the decisive factor that determines how that line is implemented. Revolutionary ideology is what ensures the correct, consistent, and unwavering application of the Party’s political line. In contrast, non-revolutionary ideologies obstruct and distort its implementation.

All enemies—both open and hidden—focus their attacks on the ideological front. Their strategy is clear: if they can undermine and dismantle the revolutionary ideology of the Party and replace it with alien, non-revolutionary ideologies, they can then subjugate the Party and bend it to their will.

One clear example is the Vietnamese enemy. With the goal of dominating and overthrowing the Communist Party of Kampuchea, they have persistently attacked its ideological foundation. They have specifically targeted the Party’s commitment to revolutionary violence. The Vietnamese enemy broadcast the view that revolutionary violence was inappropriate for the conditions in Kampuchea and that the struggle should instead be conducted through assemblies and parliamentary means.

They also attacked the ideology of independence, sovereignty, and self-reliance. They claimed that small countries like Kampuchea could never truly be independent and must rely on larger powers. Through such propaganda, the Vietnamese enemy aimed to subordinate the ideology of our Party, to instill fear and dependence, and to position themselves as the leading force of a so-called “Indochina.”

But these shameful activities were forcefully exposed and crushed. The traitorous and counterrevolutionary nature of the Vietnamese enemy was revealed for all to see, and their attempts to undermine the Party’s ideology were defeated.

What must be done to establish a firm revolutionary ideological position?

Every Party member must wage an uncompromising struggle to eliminate all non-proletarian ideologies and resolutely build up the proletarian ideology of the Party, in order to transform himself into a true revolutionary and a steadfast, loyal member of our Communist Party of Kampuchea for all time.

Build firm revolutionary stances in terms of internal Party solidarity and unity

The Communist Party of Kampuchea is the steadfast core and living symbol of national solidarity and unity, representing the entire Kampuchean people. It possesses a proud and unwavering tradition of building internal unity through intense, arduous, and complex revolutionary struggles. Throughout its history, the Party has consistently fought to safeguard and uphold the solidarity within its ranks.

Yet the Vietnamese genocidal territorial aggressor and its running dog agents—operating both openly and covertly—have made relentless efforts to infiltrate, disrupt, and fracture the internal unity of the Party. They have sought to sabotage the Party’s political line, ideology, and organization from within, attempting to divide the people and fighters of the Communist Party of Kampuchea. Despite these hostile attacks, the Party, its members, the people, and the revolutionary militants have stood firm on the revolutionary position of internal unity. They have vigorously counterattacked the Vietnamese enemy and its agents, preserving the purity and integrity of the Party's stance on solidarity.

Because the Communist Party of Kampuchea has consistently defended, strengthened, and expanded its internal unity, the Vietnamese enemy has been unable to destroy the Party or swallow our beloved Kampuchea. If the entire Party membership continues to boldly uphold and fortify this unity, no enemy—Vietnamese or otherwise—will ever succeed in invading, expanding, or exterminating the Kampuchean people, now or in the future.

In practical terms, every Party member at every level must possess the attitude, character, spirit, discipline, and actions that protect, build, and strengthen the Party’s internal unity—always in line with the Party’s political, ideological, and organizational lines. Each member must develop the essential quality of aligning with the overwhelming majority—95 to 100 percent—with the trust, love, warmth, and approval of the masses, both individually and within the collective framework.

At the same time, every Party member must remain vigilant against attitudes, behaviors, and tendencies rooted in private property, individualism, or clique-based factionalism—whether these appear in personality, conduct, or political practice—especially those that attack the Party or fellow comrades.

Although our Party is small and still young, its commitment to internal unity is firm, far-sighted, and luminous. This commitment has empowered us to fight and defeat U.S. imperialism and aggression, to resist and triumph over Vietnamese expansionism and genocide, to confront and overcome revisionism and expansionism, and to overthrow feudalists, landlords, and capitalists—reaching the stage of an advanced socialist revolution with confidence in even greater victories ahead.

Across all generations, the Party membership has consistently and unwaveringly raised high the banner of internal unity, carrying forward the historic mission of defeating the Vietnamese aggressor and defending the Communist Party of Kampuchea—the very soul of the Kampuchean nation and people—so that it may endure forever.

Build firm stances in terms of the Party’s lines of organizing, building, and leading work

The organizational line is the means through which the Party’s political line is implemented and concretized. If the political line and ideology are correct but the organizational line is flawed, the Party’s political objectives will never be achieved. The organizational line serves the political line—it is the foundation of our Party, and it means that the Kampuchean people must carry out the revolution themselves, under the sole leadership of the Communist Party of Kampuchea.

The Communist Party of Kampuchea was founded by the Kampuchean working class and grew within the revolutionary struggle of the Kampuchean people. The Revolutionary Army of Kampuchea was organized on the basis of the working and peasant classes of Kampuchea, under the absolute leadership of the Communist Party of Kampuchea. The revolutionary state authority of Kampuchea was organized by the Kampuchean people, again under the leadership of the Communist Party of Kampuchea, and similarly, every key structure of the revolutionary state is rooted in Party leadership.

The Vietnamese aggressors, who engage in territorial conquest and genocidal practices, are deeply angered by our Party's correct organizational line. They have sought every opportunity to infiltrate the Communist Party of Kampuchea with their agents, attempting to manipulate and control our revolutionary forces. They attempted to influence the organization and training of the Kampuchean Revolutionary Army in order to seize control. Under the guise of supporting the Kampuchean revolution, they covertly sought to place their own puppets in positions of power and influence, all while pursuing their imperialist goal of swallowing Kampuchea’s territory. However, the Communist Party of Kampuchea and the Kampuchean people remained vigilant, fully internalizing the Party's organizational line, and decisively crushed the Vietnamese enemy’s subversive schemes. The Party successfully preserved its organizational purity, delivering a humiliating defeat to the Vietnamese enemy.

At the same time, every Party member must strive to uphold a firm and correct stance on the principles of centralized democracy, mass outlook, mass line, and class line of the Party. These principles are essential to ensuring that the Party remains united, disciplined, and capable of leading the revolution to victory.

Build firm revolutionary stances in terms of the Party’s revolutionary vigilance to maintain secrecy and protect revolutionary forces

The Party's revolutionary vigilance in maintaining secrecy and protecting the revolutionary forces was a crucial factor in the ultimate victory of the revolution. This principle is essential for any party that leads a revolution and serves as a key measure of a party member's political consciousness. It reflects their sense of responsibility toward the Party, the revolution, and the people, as well as their love for these fundamental causes.

The Vietnamese aggressor, driven by territorial expansionism and genocide, continues to organize agents to infiltrate our revolutionary ranks and undermine our efforts. Their objective is to steal the secrets of our Party and revolution, aiming to destroy our revolutionary forces politically, ideologically, and organizationally. Despite their continued espionage activities, these enemies have been thwarted time and time again, suffering defeat each time they attempt to breach our defenses.

Every Party member must focus on building a correct and firm attitude of revolutionary vigilance. This includes safeguarding secrets and protecting the revolutionary forces under all circumstances—whether in actions, speech, attitudes, or daily life, both in the short term and long term, inside and outside the Party.

It is imperative to fight relentlessly for the complete eradication of revisionism and irresponsible attitudes toward revolutionary vigilance. This includes the vigilance in keeping secrets and protecting the revolutionary forces, which must be demonstrated through consistent actions, speech, attitudes, and daily life.

The revolutionary attitude and vigilance of cadres and Party members can be judged, in part, by their commitment to protecting secrets and safeguarding the revolutionary forces. If a cadre or Party member fails to consistently exhibit revolutionary vigilance, it can lead to systematic breaches of secrecy and significant harm to the revolutionary forces. In such cases, where Party education and transformation have failed to bring about change, appropriate measures must be taken to address the issue.

Build firm revolutionary stances in terms of the Party’s “independence, mastery, self-reliance, and mastering one’s own destiny”

When we examine the activities of revisionists and expansionists worldwide, particularly the territorial-aggressive genocidal Vietnamese enemy seeking to destroy our Communist Party of Kampuchea, we see their primary goal is to attack and overthrow the Party's stance of "independence, mastery, self-reliance, and control over one's own destiny." If the Vietnamese enemy succeeds in weakening or overturning our Party's revolutionary stance of "independence and mastery of destiny," our Party and revolution will inevitably become subjugated, dependent on the Vietnamese, and under their control. In such a scenario, the Vietnamese will act as our masters, exploiting us for their own interests. Ultimately, the Vietnamese enemy would gain the opportunity to swallow our Kampuchean territory and eliminate the Khmer people.

This concrete reality highlights the foresight and timely agility of the Communist Party of Kampuchea in raising and instilling a firm revolutionary attitude of "independence, mastery, self-reliance, and control over destiny." The Communist Party of Kampuchea has educated the entire Party, the people, and the revolutionary army in this revolutionary attitude, empowering them to transform into the mightiest revolutionary force. This force launched typhoon-like offensives against the enemy, driven by revolutionary pride in being an independent Party, nation, people, and warrior race—builders of great, miraculous masterpieces etched in national and international history.

We could never allow ourselves to become slaves to the Vietnamese enemy or let them easily swallow our land and wipe out our race. With no weapons, but with the revolutionary power of the attitude of independence, mastery, self-reliance, and control over our destiny, the eight million Kampuchean people, led by the Communist Party of Kampuchea, rose up, seized the enemy's weapons, crushed them, and formed their own forces to advance the national democratic revolution. This movement ignited the fire of revolution across the country from 1968, culminating in the great victory on April 17, 1975. From the national democratic revolution to the socialist revolution, the attitude of independence and self-reliance was strengthened and expanded.

Not only within our national framework, but the whole world looked on in awe as the Communist Party of Kampuchea dared to wave the flag of independence, attacking and breaking the flags of aggression and expansionism waved by the Vietnamese enemy and their revisionist clique. The world marveled at how our Party, waving the flag of self-reliance and self-mastery, shattered the faces of the Vietnamese, who were begging for alms, relying on others instead of standing on their own.

The attitude of independence, mastery, self-reliance, and control over one's destiny is invincible. It is an immortal posture that carries with it dignity, power, and honor—both national and international. This attitude cannot be defeated, and it is a force that continually regenerates itself, never running out of people or resources.

Our Communist Party of Kampuchea has grown from few to many, from weak to strong, because we have maintained a firm revolutionary stance of independence, mastery, and self-reliance. On the other hand, the Vietnamese Party has dwindled from many to few, from strong to weak. They invade Kampuchea because they are slaves of the revisionists, having lost their independence. They beg and lick their way through life because they do not rely on themselves; they have lost their mastery and are commanded by their expansionist revisionist bosses.

To all members of the Communist Party of Kampuchea: Let us continue to protect our national independence, sovereignty, territorial integrity, and honor by strengthening and expanding the Party's firm revolutionary stance of "independence, mastery, self-reliance, and control over one's own destiny." This will make our armed struggle against the genocidal Vietnamese aggressors even more powerful. Whatever the difficulties, it is better to be independent than to be slaves. Whatever the complications, it is better to maintain our position of mastery; we must not allow others to control us. Whatever the shortages, it is better to rely on ourselves than on others. Even in times of hunger, it is better to be our own master than to submit to another.

In short, our revolution is carried out under the sole leadership of our Communist Party of Kampuchea, on our own terms.

Therefore, all Party members must maintain a high attitude of "independence, mastery, self-reliance, and control over one's own destiny" as they carry out the Party's tasks in all fields and under all circumstances.

Build firm revolutionary stances in terms of making and assessing biographies and revolutionary life views

First and foremost, every Party member must have a clear understanding of the objectives of building revolutionary attitudes through writing and evaluating biographies, as well as understanding their revolutionary outlook on life.

The primary goal of writing the biography of each Party member is to ensure they know themselves thoroughly. What is self-knowledge? It means understanding one’s class origin, social relationships, character, and clearly identifying one’s strengths and weaknesses. In short, it involves recognizing the contradictions within oneself—those in one’s political, ideological, and organizational positions—so that one can build oneself up and contribute to the collective’s renewal. The evaluation of biographies serves to uncover and understand the world view of each Party member, to reflect on the perspectives our comrades had in the past. By understanding one’s own world outlook, it becomes possible to clarify one’s own outlook on life.

Educating a Party member to develop a revolutionary world outlook and a revolutionary outlook on life is foundational to building the core attitudes of our Party members and the Party itself. If we intend to indoctrinate them firmly with the Party's political, ideological, and organizational lines, these foundations—revolutionary views of the world and life—must first be firmly established. Experience has shown that comrades who diligently examine their revolutionary world outlook and life outlook, whether individually or collectively, tend to have a strong and solid foundation. When faced with obstacles, their spirit is unbroken; when they achieve victories, they remain humble.

Evaluating the revolutionary outlook on life reminds us of our purpose. It consistently prompts us to ask: Why did we join the revolution? Why are we making this revolution? Who are we serving through this revolution? By continually sharpening our revolutionary outlook on life, complications related to private property will fade. Some comrades still struggle with issues around private property because their revolutionary world outlook and life outlook are not constantly refined.

What is the concrete and tangible revolutionary outlook on the world and life that we should hold now and in the future? Our concrete revolutionary world view is to understand clearly that Kampuchea must currently fight the genocidal, expansionist Vietnamese aggressor. This is the present situation, and it will continue in the future. We also recognize that the Kampuchean people, under the leadership of our Communist Party of Kampuchea, are bravely fighting to wipe out the Vietnamese enemy, carrying out the socialist revolution without interruption, building socialism without interruption, and achieving repeated victories.

With such a clear revolutionary outlook on the world, how can we ensure that our revolutionary outlook on life—our political, ideological, and organizational attitudes—aligns with it and does not contradict it? Our most appropriate and correct revolutionary outlook on life is to fight the Vietnamese aggressor at all costs, carry out the socialist revolution at all costs, and build socialism according to the Party's line at all costs. When the entire nation is fighting the Vietnamese aggressor, we must not bow our heads and serve as their lackeys. When the whole nation is engaged in the socialist revolution, we must not indulge in private property. When the country is working hard to build socialism, we must not lie idly in a hammock playing the violin, while the land around us lies barren and devoid of crops like peppers or lemongrass.

This is not the path, comrades!

Therefore, the Party has decisively determined that it is essential to establish firm revolutionary attitudes through writing and evaluating biographies and revolutionary views of life.

Every Party member must take a correct and firm revolutionary stand, with a high sense of responsibility, when repeatedly writing, evaluating, and constructing their revolutionary biography and life outlook. It is imperative to be absolutely honest in evaluating one’s biography and revolutionary outlook, to correct one’s negative traits—both small and large—and to continually build, strengthen, and expand positive traits for rapid progress.

Build firm revolutionary stances in terms of class

The Party’s goal is that every class that joins the revolution and the ranks of the Party must shed its original class attitudes and adopt the firm proletarian attitude of the Party. It is excellent that each one of us has dedicated ourselves to the revolution and earned the honor of being a member of the Communist Party of Kampuchea. However, to make our contribution even more exemplary, each of us must strive to become a better member of the Party throughout our lives.

Some comrades have been in the revolution from their youth to their old age, but because they did not focus on educating and building themselves according to the Party's working-class attitude, they did not make rapid progress. Instead, they became preoccupied with private property, status, and personal gain—worrying about their rank, face, and playing family favorites. Some even fell out of the revolutionary ranks and the Party itself.

In contrast, we should commend our comrades from all generations who, under the Party’s leadership and its proletarian class stance, struggled to build themselves up. These comrades understood the importance of loving and caring for their families, yet they always prioritized the Party’s interests, the nation’s welfare, and the revolution over their own lives. They made unconditional sacrifices for the Party, the people, and the revolution. Regardless of the difficulty or the conditions—whether hot or cold—they always threw themselves into the mass movement, setting examples in increasing production and improving the people’s lives.

Despite their victories and accomplishments, these comrades remained humble, disciplined, and respectful, accepting constructive criticism from the people. They lived as ordinary communists.

Our Party holds a deep affection for these comrades. They have earned the trust of the Party and the confidence of the people, and this trust is their true reward—a reward far beyond any rank, salary, or material possession.

Only by striving to eliminate original class attitudes and working to build the Party’s proletarian attitude can each Party member remain pure and strong, ensuring the entire Party is pure and strong.

Build firm revolutionary stances in terms of clean life morals, and be politically clean

Every Party member who upholds good morals, remains clean and correct, avoids corruption, refrains from hooliganism, and stays uninvolved with the enemy exerts a positive influence and contributes to building the Party’s political, ideological, and organizational stance. Such a member has a bright future, one that evolves alongside the revolutionary movement, which progresses daily. In contrast, a Party member with poor morals, who lives contrary to the revolutionary style, who is corrupt, who engages in hooliganism, or who associates with the enemy—whether minimally or extensively—detracts from the Party’s political, ideological, and organizational development. If such a member does not strive for reform, their revolutionary life will inevitably diverge from the correct path and hinder the progress of the revolution.

Do not underestimate this point, especially for cadres with authority at every level. It is vital to take this seriously. We have seen many bad examples. Some cadres, despite years of revolutionary commitment, became reckless when entrusted with authority. They lost sight of their principles and neglected their responsibilities, and as a result, their morality deteriorated. This led to a loss of confidence from the people and the masses, causing significant complications for the Party.

Cadres and comrades working along the Vietnamese border must be especially vigilant regarding their morality. Experience has shown that the Vietnamese enemy has used various tactics, including exploiting Vietnamese women, to corrupt our cadres and fighters. These actions serve the Vietnamese aggressor’s policies of territorial expansion, genocide, and subjugation of Kampuchea, as advanced by the Le Duan-Pham Van Dong Vietnamese faction.

Our enemies—whether Vietnamese agents, CIA operatives, or KGB collaborators—attempt to undermine our revolutionary morality in order to destabilize our stance and build traitorous forces. When the revolutionary outlook on life’s morality is attacked and undermined, the Party’s political, ideological, and organizational unity will collapse in turn.

Experience has shown that Party members with impure moral outlooks tend to be those who have a naturally liberal attitude to life and fail to respect the collective regime. We must be fully aware of the dangers posed by such impure morality. It is essential to eradicate liberal attitudes and instead cultivate a clean, revolutionary stance, in line with the Party’s methods and principles.

The potential of building one’s self and receiving leadership roles in the future

Our Communist Party of Kampuchea has guided the people through various stages of the revolution, constantly fighting against the expansionist, land-grabbing, genocidal Vietnamese aggressors. Each generation of Party members has had to rebuild themselves in order to ensure the strength and unity of the Party leadership.

To secure future leadership, it is essential to moderate oneself in the current powerful revolutionary movement. Humility must be maintained, and arrogance must be avoided. One must struggle patiently, enduring hardship and suffering.

It is crucial to assess the positive political, ideological, solidarity, unity, and organizational qualities that our comrades have demonstrated in the past and must continue to uphold in the present. This evaluation helps to determine their potential for self-improvement, rapid progress, and their ability to take on future leadership responsibilities.

The struggle against the expansionist, genocidal Vietnamese aggressors is intensifying. The socialist revolution is advancing, and the movement for building socialism is growing stronger. In the face of this fierce struggle, every member of the Communist Party of Kampuchea must continue to strengthen their revolutionary stance, following the Party’s Ten Criteria, in order to be even more resolute and effective in the generations to come.

As we approach the 18th anniversary of our Communist Party of Kampuchea on September 30, every member of the Party is filled with pride and joy over the progress we have made.
